FHCP's Bill Blower Receives Trail Blazer Award from Volusia Recovery Alliance

Florida Health Care Plans is thrilled to share that Willis "Bill" Blower, who is a Licensed Clinical Social Worker at FHCP, was recently awarded the Trail Blazer Award at the Volusia Recovery Alliance’s "Stronger Together" Recovery Awareness Walk & Celebration on April 18, 2026.
Bill has been a key part of the Volusia Recovery Alliance (VRA) since its founding in 2019, and his leadership as a founding board member has been vital in driving the organization’s mission. He currently serves as Treasurer and chairs the policy committee, demonstrating his commitment to empowering individuals on their recovery journeys.
Bill also facilitates a monthly peer café, where Certified Peer Recovery Specialists come together to discuss important issues related to peer services in our community, and he serves as a Wellness Recovery Action Plan (WRAP) trainer.

Thanks to Bill’s efforts, the VRA has made a remarkable impact in Volusia County, distributing over 50,000 Narcan kits and helping to reverse over 300 overdoses. VRA-certified peers provide recovery support services throughout the community, including homeless shelters, jail facilities for men and women, as well as essential services to specialized groups for dads, first responders, and families.
Bill’s decades of experience in this field, combined with his strong knowledge of the community, also help support our FHCP members and patients. We are proud to have him on our team, and we celebrate his dedication to making a difference in our community.
